In 2017, the Chilean Government introduced a qualifications framework for the TVET Sector. One of its main objectives is to articulate and make education and training systems more flexible to give timely and relevant responses to the demands that arise from society and the world of work, which are linked to technological development, sociodemographic and cultural change, and globalisation.
This framework aims to face these new challenges. It is considered a tool for the development, classification and recognition of skills, knowledge and competencies through a continuum of agreed levels, thus providing a common and concerted reference point for the different actors involved in TVET in the country. It is a way of structuring existing and new qualifications, which are defined by learning outcomes. The framework shows the comparability of different qualifications and how progress can be made from one level to another, within and between occupations or work sectors.
The Chilean framework responds to various purposes, which depend on the social and productive needs of an institution, sector or group, territory, country or group of countries. Another objective is to facilitate access to training and learning throughout life and highlight learning results and achievements as key elements in the recognition of skills and experiences acquired by people. In addition to this, it also seeks to promote the quality and relevance of the training offer, and contribute to the generation of a coordinated and integrated system of qualifications, helping to reconcile the demands of the productive sector with the offer of skills of workers and students, according to the economic and social needs of the country.
